The State Board of Mediation is an agency of the Department of Labor and Industrial Relations. The board's jurisdiction includes all public employees with the exception of police, deputy sheriffs, Missouri state highway patrolmen, Missouri National Guard, all teachers of all Missouri schools, colleges, and universities.

The State Board of Mediation primarily determines an appropriate bargaining unit of employees based on whether or not they share interests. Also, it determines majority representative status by conducting a secret ballot election.

Public bodies or their designated representatives meet and discuss proposals of employment with a labor or employee organization, which is their exclusive bargaining representative.

Other functions of the State Board of Mediation include assisting with questions concerning public employee bargaining procedures. The State Board of Mediation also maintains case history files dating back to 1967.
